According to Decision No. 222, 2 additional administrative procedures were canceled, including: 1 administrative procedures in the field of collection of social insurance, health insurance, unemployment insurance, occupational accident and occupational disease insurance (occupational accident and occupational disease) due to prescribed spending. details at the relevant administrative procedures, it is the procedure “Refund paid to voluntary social insurance participants, those with 02 or more social insurance books having the same time of payment of social insurance and unemployment insurance, the participants of health insurance according to the household. families, people participating in health insurance get partial subsidies from the State budget ”; 01 administrative procedures under the field of implementing health insurance policies because they are not under the jurisdiction of the Vietnam Social Insurance Agency, that is “Medical examination and treatment covered by health insurance”.
Vietnam Social Security cuts administrative procedures are bringing many practical meanings for people and businesses
Thus, each field of collection of social insurance, health insurance, unemployment insurance, occupational accident and occupational disease insurance and the field of implementing health insurance policy has only 3 administrative procedures, instead of 4 procedures as before.
At the same time, in 25 administrative procedures, 24 administrative procedures were replaced on the basis of continuing to adjust the professional process, simplifying the composition of the dossier, redesigning the declaration form in accordance with the law and the competence to resolve. Vietnam Social Security emphasized that Decision No. 222 was issued on the basis of adjusted and simplified professional processes in accordance with the law and under the jurisdiction of Vietnam Social Security. The issuance of a decision not only contributes to continuing to improve the administrative reform of the social insurance industry in Vietnam, but also brings many practical meanings for people and businesses.
Firstly, it will help businesses reduce the time to update information to propose settlement of social insurance benefits for employees. Specifically, for administrative procedures in the field of implementing social insurance policies: helping businesses save time to handle work related to reporting cases of employees eligible for sickness benefits, Maternity, occupational accident – occupational disease in the month sent to the social insurance agency to settle benefits for the employees.
As for administrative procedures in the field of collection of social insurance, health insurance and unemployment insurance: The user only needs to declare 5 criteria out of a total of 13 criteria of the declaration form of participating unit, adjusting social insurance and health insurance (Form TK3- TS) when updating the unit’s information changes; only need to review to confirm 6 criteria out of 19 criteria of the declaration form for participating in, adjusted information of social insurance and health insurance (Form TK1-TS) of employees when updating information of workers.
This change helps businesses reduce the time to re-declare other criteria in the declaration form when there is a change in information compared to the application of previous regulations.
Secondly, increasing the application of information technology, implementing electronic transactions to support enterprises to declare and pay social insurance. Implementation of Decree No. 166/2016 / ND-CP dated December 24, 2016 of the Government on electronic transactions in the fields of social insurance, health insurance and unemployment insurance and Vietnam social insurance has issued Decision No. 838 / QD-BHXH dated May 29, 2017 facilitates enterprises to declare and pay social insurance via electronic transactions, thereby shortening the time limit for processing administrative procedures of enterprises and people.
Accordingly, the Vietnam Social Security continues to provide guidance on how to perform, including electronic transactions in Decision No. 222 on the available information technology infrastructure, and at the same time continue to be upgraded in terms of Electronic transaction software, especially upgrading the Social insurance industry’s social insurance declaration and payment software to the web version to free support for businesses when registering to perform transactions with the social insurance agency.
Enterprises only need to use an electronic means with an Internet connection to make declaration “Pay social insurance” online. With the application of IT, the implementation of electronic transactions will help businesses have more options to declare and pay social insurance, reduce focus on making declaration through IVAN support, reduce waiting time of enterprise.
If in 2015, the administrative procedures of the Vietnam social insurance industry had 114 procedures, so far it has been reduced to 25 procedures. The results of this reform of administrative procedures of the social insurance industry of Vietnam have contributed to help businesses and people significantly reduce time and costs in transactions with the social insurance agency.
