The Ministry of Health proposes to reduce the quarantine period from vaccine passport holders

At the meeting, referring to the application of “vaccine passport”, Mr. Dang Quang Tan, Director of the Department of Preventive Medicine, Ministry of Health, said that, at present, cases are allowed to enter. Vietnam must be isolated for 14 days and tested at least 2 times; of which, the first on the first day of quarantine, the second on the 14th day before quarantine ends. Vietnamese citizens who are repatriated due to special circumstances (rescuing), under the military management or in hotel isolation; experts, people entering the form of visiting, working for diplomatic purposes, public service at the hotel for a fee; entry under the form of short-term isolation must also undergo centralized isolation for 14 days; in other special cases considered and decided by the Ministry of Foreign Affairs.

Currently, 14 days of quarantine when allowed to enter Vietnam are allowed

Based on developments in the Covid-19 epidemic and vaccination progress in the world and in Vietnam, the Ministry of Health proposes citizens of the country or territory to have a bilateral or multilateral agreement with Vietnam. The “vaccine passport” must be certified by the competent authority of the country or territory to have had Covid-19 vaccination as recommended by WHO and Vietnam with enough shots, on schedule, according to the instructions. of the manufacturer. Accordingly, these citizens must be vaccinated for a period of at least 2 weeks and not more than 12 months from the date of the last vaccination.

Entry and exit cases using a “vaccine passport” are required to have a QR code to confirm or present a certificate of Covid-19 vaccination issued by a competent authority of the country or region territory.

Regarding the quarantine plan, the Ministry of Health proposes cases in which the entry into Vietnam is allowed to undergo 7-day concentrated isolation at the quarantine facilities according to regulations, testing 2 times (the first time on the first day after entering the quarantine, the second on the 6th day of isolation). In case of 2 times negative test result, continue to quarantine at home or residence for 7 days, perform the third test on the 14th day; if negative, end the quarantine.

At the same time, Mr. Dang Quang Tan also raised some shortcomings when applying “vaccine passport”.

At the meeting, representatives of information technology enterprises said that they had properly implemented their commitments to complete the technological infrastructure system, technical solutions, fully adapting to the international level to prepare for the implementation of the “passport. Vaccine”.

Three groups of subjects applying for a “vaccine passport”

The Steering Committee unifies the spirit of “dual goals” to take advantage of time, with total solutions to keep safety but at the same time open the door and develop.

We combine with countries, classified by groups of countries, groups of subjects to have appropriate isolation, testing and monitoring plans.

Specifically, the first group of subjects is Vietnamese people who are trapped in a foreign country and return home with vaccinated conditions. The Ministry of Health should have detailed and specific instructions for those returning from any country to take measures for appropriate medical isolation and monitoring, at the necessary level, in the direction of safety. Including Vietnamese businessmen wishing to go abroad to seek business investment opportunities.

The second group of subjects who are foreigners entering Vietnam to invest in and do business, depending on the country, conditions and vaccines that have been vaccinated, must specify the duration of testing and isolation. , medical monitoring.

For the third target group of international tourists, the Ministry of Health coordinates with the Ministry of Culture, Sports and Tourism to submit to the Steering Committee a specific plan for the tourist opening route. The initial direction is that tourists from countries that have well controlled the epidemic have been vaccinated to achieve community immunity and the destinations are resorts and resorts that have been safely managed and controlled. There are regulations controlling travel and contact in the country.

Concluding the meeting, Deputy Prime Minister Vu Duc Dam suggested the Ministry of Health to coordinate with the Ministry of Foreign Affairs, the Ministry of Culture, Sports and Tourism and relevant ministries and agencies to find a plan and build a roadmap to open the door to welcome guests. foreign tourism, focusing on visitors from countries where Covid-19 has been controlled. Tourist welcoming areas should be tightly managed and controlled.
