Stop digging foundation pits and sub-tunnels for Hoa Binh hydropower plant expansion project


Deputy Prime Minister Le Van Thanh asked EVN to stop the construction of the excavation of foundation pits and sub-tunnels for the expanded Hoa Binh hydropower plant project due to the risk of landslides.

On November 7, a representative of the Electricity of Vietnam (EVN) said that the expansion of the Hoa Binh hydroelectric power plant project has stopped the construction work of digging foundation pits and sub-tunnels. This stop is at the request of Deputy Prime Minister Le Van Thanh at the site inspection at the end of October. Other construction items are still carried out normally by EVN and construction contractors, ensuring progress and project safety.

Previously, at the announcement of the Government Office about the conclusion of Deputy Prime Minister Le Van Thanh related to the above inspection, the Government leaders requested EVN to ensure absolute safety for Hoa Binh hydropower plant, especially Hoa Binh hydroelectric dam. In addition, EVN must ensure the architectural landscape and safety for the historical and cultural works of Uncle Ho’s monument.

Besides suspending construction, EVN needs to coordinate with localities to take measures to warn dangerous areas; report to competent authorities matters beyond their competence.

The design consultancy unit of the expanded Hoa Binh hydropower plant together with the relevant authorities carefully assess the cause of the landslide phenomenon, and immediately take appropriate solutions.

The Deputy Prime Minister also requested the Ministry of Industry and Trade and other ministries and branches to carefully study the project file of the expanded Hoa Binh hydropower plant and related documents to assess the safety of the existing Hoa Binh hydropower plant. especially Hoa Binh hydroelectric dam, as well as architectural landscape and safety for works in the area.

The time of re-construction of the excavation of foundation pits and auxiliary tunnels will be decided by the Ministry of Industry and Trade and the Ministry of Construction on the basis of ensuring absolute safety for Hoa Binh hydropower plant, especially Hoa Binh and Hoa Binh hydropower plants. Uncle Ho monument.

Hoa Binh Provincial People’s Committee supports and coordinates with the investor in timely handling arising at the construction site, ensuring safety for people and property, architectural landscape and historical works in the factory area.

Hoa Binh hydropower plant expansion project invested by EVN, started in January 2021 with a total amount of more than VND 9,220 billion, capacity of 480 MW, with two units, each unit has a capacity of 240 MW. . The average power generation output is 488.3 million kWh per year. It is expected that the two units will generate electricity in the second and fourth quarters of 2024, respectively.
