In recent times, the domestic petroleum market has had a phenomenon where a number of petrol and oil retail businesses have closed, suspended their business or sold in limited quantities, concentrated in a number of provinces. , the southern city, then spread to the northern localities, affecting the social psychology and daily life of the people.

Faced with the above situation, the Government and the Prime Minister have issued many drastic guiding documents, assigning specific tasks to relevant ministries and agencies to comply with their competence and current regulations for the overall implementation of solutions. solutions to handle, remove difficulties and ensure the supply of petroleum for the domestic market, including immediate and long-term solutions.

Ministries and agencies: Industry and Trade, Finance, State Bank of Vietnam, Vietnam Oil and Gas Group, Vietnam National Petroleum Group and related agencies and units have made great efforts and focused on implementing implement specific solutions and measures to ensure supply for the domestic market. However, the treatment results have not changed clearly, the situation of local gasoline shortage continues to take place, causing frustration among the public and the people.

In order to soon overcome the above situation, the Prime Minister requested the Ministers and Heads of relevant agencies to seriously and urgently implement the directive documents of the Government and the Prime Minister, in which focusing on focus on the following tasks and solutions:

Firstly, the Minister of Industry and Trade according to the functions, tasks and authority assigned by the Government in Decree No. 95/2021/ND-CP dated November 1, 2021 and Decree No. 83/2014/ND-CP dated November 1, 2021. September 3, 2014 on petroleum business takes full responsibility before the Government for the management of the petroleum market, in which:

Directly direct petrol and oil traders to supply enough petrol and oil for the domestic market, absolutely ensure that there is no shortage or disruption of petrol and oil supply in any situation, to meet the needs of the economy. economy and consumption of society; strengthen inspection and supervision to ensure the minimum total petroleum source of traders in accordance with regulations. Implement drastic measures according to authority to overcome the local gasoline shortage from November 12, 2022.

Urgently review and propose amendments to Decree No. 95/2021/ND-CP dated November 1, 2021 and Decree No. 83/2014/ND-CP dated September 3, 2014 on petroleum trading according to regulations. abbreviated order and procedures; ensure scientific, reasonable, effective, feasible, meet practical requirements and state management, harmonize the interests of the state, people and enterprises; Government report in November 2022.

Secondly, the Minister of Finance shall, according to his/her assigned functions, tasks and competence, assume the prime responsibility for, and coordinate with the Minister of Industry and Trade and key petroleum trading enterprises periodically before the 20th of each month in reviewing, synthesize and make statistics of expenses related to petroleum trading and actively consider the adjustment according to regulations, ensuring it is close to the reality of the market and the operation of petroleum trading enterprises. Immediately perform this task to serve the price management period on November 21, 2022. The leading petroleum trading enterprises are responsible for timely, truthful and accurate reporting of information at the request of the Ministry of Industry and Trade. Finance.

Thirdly, the Ministers of Industry and Trade, Finance, Planning and Investment shall, according to their assigned functions and tasks, study and deal with difficulties and obstacles in the management of national petroleum reserves; complete the plan to raise the national petroleum reserve level under the direction of the Government Leader and the provisions of the National Reserve Law and related guiding documents.

Fourth, the Governor of the State Bank of Vietnam closely coordinated with the Minister of Industry and Trade to direct commercial banks to specifically review the problems of each petroleum business to handle and support. promptly remove and create maximum conditions to ensure credit capital for enterprises in accordance with the provisions of law.

Fifth, the Minister of Information and Communications closely coordinate with the Ministers of the Ministry of Industry and Trade, and Finance to direct the press agencies and coordinate with Vietnam Television, Voice of Vietnam, Information and Communications. Vietnam News Agency to propagate information oriented, reflect objectively, honestly and comprehensively about the overall petroleum market in the country and the world in the context of current difficulties, psychological stability. society and people, avoid causing confusion in public opinion. The Ministries of Industry, Trade and Finance proactively provide timely information to the Ministry of Information and Communications and press agencies according to regulations.

Sixth, the Minister of Industry and Trade, Chairman of the Members’ Council of Vietnam National Oil and Gas Group directed Nghi Son Oil Refinery and Binh Son Refinery and Petrochemical Joint Stock Company to have a reasonable plan to distribute petroleum. , prioritizing the purchasing needs of enterprises that have been importing petrol and oil to support cost offsets.

Seventh, the Ministers of Industry and Trade, the Public Security, the Presidents of the People’s Committees of the provinces and centrally-run cities and the heads of the relevant functional agencies, according to their assigned functions and tasks, will strengthen inspect, supervise, promptly prevent and strictly handle according to the provisions of law acts of speculation, hoarding, smuggling of petrol and oil across the border and other violations in petrol and oil trading; at the same time, creating conditions for enterprises to maintain production and business activities, ensuring petroleum supply and national energy security.
