According to Resolution No. 61/2022/NQ-HDND, 3 groups of subjects with permanent registration in Ninh Binh province are supported with 100% of the cost of paying health insurance, including: Part-time workers in villages and residential groups. ; people from full 70 years old to under 75 years old with permanent residence in Ninh Binh province; people in the Central Safe Zone communes during the resistance wars against the French and the Americans.

Specifically, for part-time workers in villages and residential groups who are part-time workers specified in Clause 3, Article 1 of Resolution No. 118/2020/NQ-HDND dated December 9, 2020 of the Provincial People’s Council, including: : Party cell secretary; Village head, head of residential group; Head of the Front Office.

Persons from full 70 years old to under 75 years old with permanent residence in Ninh Binh province, including: people who have not yet participated in health insurance; people who are being issued with health insurance cards according to households engaged in agriculture, forestry, fishery and salt production have an average standard of living; people participating in household health insurance.

People from the Central Safe Zone communes during the wars against the French and the Americans (9 An Khu communes in Nho Quan district according to the Prime Minister’s Decision No. 121/QD-TTg dated January 23, 2018 on the recognition of An area commune in Ninh Binh province) including people who have not yet participated in health insurance; people who are being issued with health insurance cards according to households engaged in agriculture, forestry, fishery and salt production have an average standard of living; people participating in household health insurance; HSSV.

People belonging to the above subjects should go to the People’s Committee of the commune, ward or town where they reside to request the commune-level People’s Committee to issue a health insurance card. Health insurance cards of the above subjects will be valid from the month the commune-level People’s Committee sends the list of requests for issuance of health insurance cards to the social insurance agency.

Previously, the People’s Council of Ninh Binh province has issued many resolutions to pay and support to pay for many groups of people participating in health insurance, specifically as follows: The near-poor people are supported 70% by the central budget, the provincial budget’s support. 25%, the district budget supports 5% of the contribution rate; the elderly from 75 years old to under 80 years old are supported 100% by the provincial budget; Students studying at public schools in the province are supported by 20% from the provincial budget, 30% from the State budget; People from households working in agriculture, forestry and fishery with average living standards in the province are supported by 20% from the provincial budget, 30% from the state budget.
