According to the Ministry of Health, the criteria for assessing epidemic level include 3 criteria: Rate of new cases in the community/population/time; coverage of the Covid-19 vaccine and ensure the collection and treatment capacity of medical examination and treatment facilities at all levels.
Criterion 1: Number of new cases in the community/100,000 people/week
The number of new cases in the community/100,000 people/week (new cases) is classified according to 4 levels from low to high according to the guidelines of the World Health Organization (level 1: 0 – <20; level 2: 20). - <50; level 3: 50 - <150; level 4: ≥150). Localities can reduce or increase the number of new cases in each level to suit the actual situation.
Criterion 2: Proportion of people 18 years of age and older receiving at least 1 dose of Covid-19 vaccine.
– The rate of vaccination against Covid-19 for people aged 18 years and older is divided into 2 levels (≥70% of people 18 years of age and older receive at least 1 dose of vaccine; <70% of people 18 years of age and older receive at least 1 dose of vaccine; <70% of people aged 18 years and older receive at least one dose of vaccine; administered at least 1 dose of vaccine). Localities can adjust vaccination rates in accordance with local practical situations.
– In October 2021, it is required that at least 80% of people aged 65 and over receive a full dose of Covid-19 vaccine. From November 2021, it is required that at least 80% of people aged 50 and over receive the full dose of Covid-19 vaccine.
Criterion 3: Ensure the ability to collect and treat medical examination and treatment facilities at all levels
The province or city has a plan to set up a collection and treatment facility and a plan to ensure the number of ICU beds at the medical examination and treatment facilities under the province or city (including medical staff). private sector) ready to respond to the epidemic situation at level 4
Districts, towns and cities (districts) have plans to set up mobile medical stations, groups to take care of people with Covid-19 in the community and plan to provide medical oxygen for commune health stations. , ward, town (commune) to respond when an epidemic occurs.
The Ministry of Health also guides the method of determining the epidemic level according to Resolution No. 128 as follows:
District-level People’s Committees approve plans to provide medical oxygen at commune health stations to respond to epidemics; a plan to set up mobile medical stations and groups to take care of people with Covid-19 in the community; have a plan to set up mobile medical stations in industrial zones and clusters (in combination with the medical department at production and business establishments); rehearsed, ready to respond when necessary.
About adjusting the translation level:
– In case of failing to meet criterion 3, the level of epidemic will not be reduced.
– The epidemic must be increased to 1 level if the requirements at Point b, Clause 2.2, Section 2, Part I are not met (unless the area has a level 4 epidemic or no cases).
The Ministry of Health also noted that the provinces and centrally-run cities based on the actual situation of epidemic developments, vaccine coverage, and actual conditions (population density, socio-economic conditions) …), the response capacity can be adjusted according to the criteria and level of the epidemic, ensuring the provisions of Resolution No. 128 of the Government.
The Ministry of Health also requested that, to ensure safe, flexible adaptation and effective control of the Covid-19 epidemic, provinces and centrally-run cities need to: develop scenarios and plans to ensure medical work economic services for the prevention and control of the Covid-19 epidemic according to each epidemic level; organize implementation when there is an epidemic in the area.
Strengthen the organization of training, training to improve the capacity of tracing, testing, medical isolation and treatment in the locality. Enhance the ability to collect, treat and care for people with Covid-19.
The Ministry of Health also noted that testing is carried out according to risk areas and risk groups.
Testing for cases with one of the symptoms of fever, cough, fatigue, sore throat, loss of taste and smell, difficulty breathing…
Random and periodical screening tests conducted by health authorities in high-risk, crowded areas such as medical examination and treatment establishments, wholesale markets, bus stations, supermarkets…; for risk groups (cases of moving to many places, coming into contact with many people…) such as drivers, motorcyclists (motorbike taxi drivers), delivery people (shippers), etc.
At production and business establishments, business and service establishments, commercial centers, supermarkets, agencies and offices: self-organizing random SARS-CoV-2 testing for people at risk of Covid-19 infection- 19 tall.
Vaccination is one of the important evaluation factors
Do not assign testing to people’s travel; testing only for cases coming from epidemic areas at level 4 or regional medical isolation (blockade) and suspected or indicated cases for epidemiological investigation coming from epidemic areas in level 3.
For people who have received the full dose of vaccine and those who have recovered from the disease: only testing when there is a request for epidemiological investigation; with cases of medical isolation or medical monitoring and cases coming from areas with level 4 epidemics or regional medical isolation (blockade).
Regarding medical isolation:
For people coming from epidemic areas (level 4 epidemic areas or medical isolation areas), close contacts (F1): follow the current guidance of the Ministry of Health. For the elderly, people with underlying diseases, pregnant women, people under 18 years old (children) 7: Isolation at home and have a caregiver in isolation.
The Ministry of Health also requested to speed up the rate of Covid-19 vaccination, giving priority to people aged 50 and over, people with underlying diseases, pregnant women, workers working in industrial zones and clusters. Karma.
For the work of ensuring the prevention and control of the Covid-19 epidemic at production and business establishments, trade centers, supermarkets, markets, restaurants/restaurants, at educational and training institutions, for transport vehicle drivers must comply with the current guidelines of the Ministry of Health, the Ministry of Education and Training, the Ministry of Transport and the Ministry of Industry and Trade.
For the organization of indoor and outdoor concentrated activities in areas with level 2, 3, and 4 epidemics: localities decide to increase the number of participants or the operating capacity in the case of 100% participants who received the full dose of vaccine or recovered from COVID-19 or tested negative for SARS-COV-2.
