Regarding the mechanism of procurement of equipment for the prevention and control of COVID-19 epidemic, the Ministry of Finance proposed the Chairman of the People’s Committees of the provinces and centrally-run cities to direct, organize the implementation and take full responsibility. for the procurement of means, equipment, chemicals, supplies and biological products for the prevention and control of the COVID-19 epidemic in accordance with the law on bidding and relevant laws.
In urgent cases, the locality may be appointed as a contractor for the procurement of COVID-19 prevention equipment.
Regarding the form of contractor selection, based on the Prime Minister’s Decision 447/QD-TTg dated April 1, 2020 on the announcement of the COVID-19 epidemic and the epidemic situation to direct agencies, units under their management shall organize bidding according to the forms of contractor selection specified in Articles 20, 21, 22, 23, 24, 25 and 26 of the Bidding Law.
Accordingly, during the epidemic period announced by the competent authority, localities may decide according to their competence the appointment of contractors for procurement bidding packages under their management to carry out prevention work. fight against COVID-19 in urgent cases as prescribed at Point a, Clause 1, Article 22 of the Law on Bidding.
Regarding the price of the bidding package, according to the Ministry of Finance, the price of the bidding package is correctly calculated, fully accounting for all costs to implement the bidding package, including contingency costs, fees, charges and taxes. Pursuant to current regulations, the Chairman of the People’s Committee of the province or city shall direct and decide the determination of the bid package price in the contractor selection plan according to regulations; No additional administrative procedures may result in delays or bottlenecks in procurement.
