Information from the Hanoi Department of Information and Communications said that on January 28, 2021, leaders of the Hanoi Department of Information and Communications signed a Decision to issue the “Processing process for contact numbers. in billboards, classified advertisements and “Processing procedures for phone numbers, spam text message numbers, making spam calls” in Hanoi.
Accordingly, the handling process for phone numbers that are contacted in billboards and classified ads is implemented in accordance with Decision No. 01/2016 / QD-UBND dated January 20, 2016 of the City People’s Committee. Hanoi on the promulgation of regulations governing outdoor advertising activities in Hanoi city. The Hanoi Department of Information and Communications coordinates with the Department of Culture and Sports, the People’s Committees of districts and towns to process contact numbers in billboards, advertisements that are posted, placed, stuck, and products advertised on electric poles, electric poles, traffic signal poles, wall banks, trees, public places; Advertisement boards and banners are hung, erected or mounted in contravention of the planned positions or locations approved by competent state agencies.
Specifically, a 5-step process is implemented by the Department of Culture and Sports, the People’s Committees of districts and towns. Statistics or receiving information about contact numbers in billboards, classified ads in contravention of regulations; Handle in accordance with Decree No. 158/2013 / ND-CP dated November 12, 2013 (amended and supplemented in Decree 28/2017 / ND-CP dated March 20, 2017) to invite the subscriber to work. the sanctioning of administrative violations, overcoming consequences; in case the subscriber does not come to work, it is requested that the Department of Information and Communications coordinate in handling the suspension of service provision; Enterprises providing telecommunication services notify subscriber owners of incorrect phone numbers; After the subscriber has overcome the consequences, commits not to re-commit the violation and requests to restore the phone, the Department of Information and Communications shall issue a written request to the telecommunications service provider to restore its operation (if any ).
Similar to the handling process for phone numbers and short message service numbers, sending spam messages, making spam calls is done in 6 steps: Receiving feedback on spam messages, spam calls; Sorting and handling; Text message to the subscriber owner; Handling violations; Suspension of service provision; Restore operations for phone numbers (if any).
This Decision takes effect from January 28, 2021; at the same time replaced Decision No. 128 / QD-STTTT dated May 19, 2016 of Director of Hanoi Department of Information and Communications issuing “Processing process for phone numbers for advertising advertisements in contravention of regulations” and “Processing process for short message service numbers, phone numbers, spam messages, phishing messages” in Hanoi City.
