According to the Central Office for New Rural Coordination, 6 thematic programs have been implemented, including: One Commune One Product (OCOP) Program for the 2021-2025 period; Digital transformation program in building new countryside, towards smart new countryside; Program to strengthen environmental protection, food safety and rural clean water supply; Rural tourism development program; Science and technology program for new rural construction; Program to improve the quality and efficiency of implementing security and order criteria in new rural construction.
The “National Target Program on Building New Rural Areas for the period 2021 – 2025” strives that by 2025, the whole country will have at least 80% of communes meeting the standards, the average income of rural people will increase by at least 1, 5 times compared to 2020.
To achieve this goal, the Government has allocated capital from the central budget and mobilized resources to implement the national target program on building new rural areas in the 2021-2025 period.
According to a report by the Central New Rural Coordination Office, the total central budget allocated to the implementation of the Program for the 2021-2025 period approved by the National Assembly is 39,632 billion VND, including 30,000 billion VND of investment capital and 9,632 billion VND in non-business expenses. Of which, up to now, 30,000 billion VND has been allocated, including 27,000 billion VND for development investment capital and 3,000 billion VND for non-business expenses.
Currently, the Government has submitted a report to the Standing Committee of the 15th National Assembly to consider and decide on the plan to allocate 9,632 billion VND (3,000 billion VND of development investment capital and 6,632 billion VND of non-business funding). of the Program.
At the same time, the Government submitted to the National Assembly Standing Committee for permission to add an additional USD 88.6 million (equivalent to about VND 2,050 billion) of ADB loan to implement the investment program to develop the grassroots health network in disadvantaged areas. towel. This capital will be distributed to 16 provinces participating in the implementation of the investment program to develop the grassroots health network in disadvantaged areas.
Referring to the Central Budget Capital Plan to implement the 2023 Program, the Central New Rural Coordination Office said that the total central budget allocated to implement the 2023 Program is expected to be 10,235 billion VND, including: development investment capital is 8,025 billion dong (including 7,000 billion dong of domestic capital, 1,025 billion dong of foreign capital of the ADB loan program); non-business expenditure is 2,210 billion VND.
Provinces need to proactively balance local budget capital and mobilize legal resources to achieve the goal of achieving the new Advanced Rural and Model New Rural Development targets.
Immediately after the Prime Minister’s decision to assign the State budget estimate in 2023, the Ministry of Agriculture and Rural Development (MARD) issued a document guiding ministries, central branches and localities to implement, execute the assigned capital plan in accordance with regulations.
For 1,025 billion VND of foreign capital of the ADB loan program, the Ministry of Agriculture and Rural Development will continue to coordinate with the Ministry of Health, the Ministry of Planning and Investment, and the Ministry of Finance to finalize the detailed allocation plan and report to the Government, The Prime Minister shall consider and submit to the Standing Committee of the National Assembly for decision before March 31, 2023, in order to have a basis for assigning localities to implement.
Deputy Minister of Agriculture and Rural Development Tran Thanh Nam said that the scope of the National Target Program on New Rural Development in rural areas of the country includes 644 district-level units of 63 provinces and cities. centrally-run cities, including 74 poor districts under the implementation of the Sustainable Poverty Reduction Target Program. The program “covers” 8,227 communes, including 1,458 extremely difficult communes in ethnic minority and mountainous areas, and 54 extremely difficult communes in coastal and island areas.
Deputy Minister Tran Thanh Nam requested localities when using New Rural capital to invest with focus, focus and sustainability. Ensure centralized management, consistent with objectives, mechanisms and policies; implement decentralization in investment management according to the provisions of law.
