Reported at the Dialogue Conference between Vietnam Social Insurance and Korean businesses, the representative of Vietnam Social Insurance said that in the fields of social insurance, health insurance, unemployment insurance, and social insurance of Vietnam, by the end of 2019, the total number of enterprises FDI participating in social insurance, health insurance and unemployment insurance nationwide is 26,066 units, accounting for 6.8% of the total number of enterprises participating in social insurance, health insurance and unemployment insurance; with a total of more than 4.7 million people participating in social insurance, equaling 43.1% of the total number of people participating in social insurance of the enterprise sector; Total collection of social insurance, health insurance and unemployment insurance from this sector is equal to 46.5% of the total revenue of enterprises; The average salary for participation in social insurance is more than 5.7 million VND / person / month, 6.9% higher than the average level of enterprises.
By March 2021, the total number of FDI enterprises participating in social insurance, health insurance and unemployment insurance was 26,987 units, an increase of 3.53% compared to 2019 with the total number of participants of 4,979,354 people, an increase of 5.9% compared to 2019. with 2019; The average salary for participating in social insurance, health insurance and unemployment insurance is more than 6 million VND / person / month, an increase of 5% compared to 2019. Of which, for Korean businesses alone, there are 4,559 enterprises in Vietnam with the number of employees participating in social insurance are 1.31 million people (including 1.29 million Vietnamese and over 12,000 foreigners) with social insurance revenues accounting for nearly 25% of total revenue of foreign-invested enterprises.

In particular, the Law on Social Insurance 2014 and Decree No. 143/2018 / ND-CP of the Government of Vietnam stipulate that employees who are foreign citizens working in Vietnam are subject to compulsory social insurance. This is the common concern of many foreign-invested enterprises in Vietnam, including Korean enterprises.
To optimize the interests of employees, Vietnam and South Korea are currently negotiating to sign a bilateral agreement on social insurance between the two governments and on that basis, Vietnam Social Security and the Agency. The Korean National Pension will also sign an Implementation Agreement to create a legal basis and corridor for the implementation and ensure the social security benefits of employees in each country.
